Project: Cleaning and Lining Large Water Main near Wading River Water Treatment Plant
Amount of Request: $4,502,400

Address: 250 Balcom Street, Mansfield, MA 02048
Project Description: The funding would be used to clean and line the water mains on Balcom Street, Lindsey Street, North Main Street, Bungay Street, Kelley Boulevard, Bungay Road, Mount Vernon Avenue, and Mansfield Road from the Attleboro line to the Attleboro Wading River Water Treatment Plant located in Mansfield, as well as replace 10 fire hydrants and 20 line gates associated with these water mains.

Project: Bellingham Department of Public Works PFAS Treatment Project
Amount of Request: $4,000,000

Project Description: The funding would be used to implement additional PFAS treatment modifications of the Hartford Avenue WTP.

Project: Blackstone Boys and Girls Club Stone House Renovation Project
Amount of Request: $4,500,000

Project Description: The funding would be used to renovate an existing structure and turn it into a 21st-century Arts, Entertainment, Education, and Recreation Center. Plans include designating a recreational area that includes a game room and health center, as well as an industrial kitchen to grow the existing culinary arts program.

Project: Fall River Pleasant Street Neighborhood Stabilization Plan Streetscapes Improvement Program
Amount of Request: $5,000,000

Project Description: The funding would be used to improve or replace existing infrastructure in Flint, which would support community activation and economic development. This project would repave roads that would make neighborhoods safer for new residents, repave sidewalks to improve pedestrian safety, replace streetlights to increase accessibility after dark, incorporate new signage, and improve stormwater mitigation in the area.

Project: Ferry Street Sewer Pump Station Rehabilitation Project
Amount of Request: $2,416,000

Project Description: The funding would be used to rehabilitate the 60-year-old sewer pump on Ferry Street to meet the needs of residents for the next two decades. This funding would allow the region to further experience rapid economic development and roadway expansion. At the completion of the project, runoff from the sewer will also be more environmentally stable.

Project: Franklin Ridge Senior Affordable Housing & Veterans Memorial Way Infrastructure Project
Amount of Request: $5,000,000

Project Description: The funding would be used to produce 60 units of affordable 1 and 2 bedroom units for seniors in the Town of Franklin. This housing would ensure a variety of housing choices, housing options, as well as a diverse mix of housing units, prices, and styles.

Project: South Main Street Bridge
Amount of Request: $2,490,000
Project Sponsor: Town of Freetown
Address: 3 North Main Street, Assonet, MA 02702
Project Description: The funding would be used to repair and overlay the existing stone arch bridge on South Main Street (Route 79) that spans the Assonet River in the village of Assonet (Freetown), MA. South Main Street is a state-numbered route owned and maintained by the town. The street provides both local access to various homes and businesses and regional access to Route 24 with interchanges both the north and south of the bridge.

Project: Walnut Street Sewer Projects
Amount of Request: $1,204,800

Project Description: The funding will be used to develop sewer advancements on 16 acres of affordable housing land. Once completed, the sewer would unlock the potential for up to 200 units of affordable housing, as well as improving living conditions for existing affordable apartments. The housing, once built, will provide safe rental housing for eligible low-income families, the elderly, and persons with disabilities.

Project: Pleasant Street Sidewalk Infrastructure Improvements
Amount of Request: $1,120,000

Project Description: The funding would be used to improve pedestrian safety, access, and Americans with Disabilities Act compliance in a residential village of the town. The Pleasant Street neighborhood is located downtown and within walking distance to the Medfield High School and Blake Middle School and Metacomet Park. The improvements would serve not only residents in the immediate area, but students across the town and those in and out of town who enjoy our recreational facilities (including tennis courts, playground and baseball, and soccer fields).

Project: Norfolk Town Center Package Sewer Plant

Project Description: The funding will be used to create a new sewer system to improve transportation and housing development in the area. By unlocking private investment, the Town will experience significant new tax revenue as well as an increase in new jobs, directly benefiting residents and businesses.

Project: North Attleborough McKeon PFAS Treatment Facility
Amount of Request: $5,000,000
Project Sponsor: Town of North Attleborough
Address: 10 Mechanic Street, Bellingham, MA 02019
Project Description: The funding would be used to construct the McKeon WTF PFAS Treatment Facility to provide granular activated carbon (GAC) adsorption treatment system within a new building with GAC adsorption vessels and media, chemical feed systems, electrical Work, control system upgrades to mitigate PFAS-6 in the drinking water supply in excess of 20 nanograms per liter (ng/L) . The project funding will provide rate relief to the over 9,300 water system customers who have already constructed a similar facility to remove PFAS in another area of Town.

Project: Construction of Route 6 Sewer Collection System

Project Description: The funding would be used to construct a new sewer system on Route 6. Successful completion of Phase 1 of this project will allow for increased commercial activity and economic development opportunities within the main commercial/industrial center of Swansea.

Project: Danforth Street Bridge Reconstruction
Amount of Request: $3,600,400

Project Description: The funding would be used to improve and reconstruct the Danforth Street Bridge, as the current structure poses hazards for pedestrians as well as drivers. Additionally, after recent improvements to sewer systems in the town, the bridge is in need of refurbishment to meet the needs of residents.

Project: Taunton Weir Bridge Reconstruction
Amount of Request: $6,466,000

Project Description: The funding would be used to increase resident access to developing downtown areas, including a new apartment complex and two new public parks. The bridge improvements would bring the structure in line with other sewer and infrastructure developments, which would improve resident safety.

Project: Wrentham Water Quality Improvements
Amount of Request: $1,076,800

Project Description: The funding would be used to improve the water quality in the Town of Wrentham by increasing the number of storage tanks and decrease the risk of a system failure impacting those living in the area. Due to an increased population growth in recent years, the current system is experiencing strain, and the funding would begin to address this.

To meet the needs of communities across the United States, the Appropriations Committee will again be accepting Community Project Funding requests from Members of Congress for the fiscal year 2024 (FY24) appropriations package. This is in addition to the standard programmatic and language-based requests. Each Member of Congress is limited to no more than 15 CPF requests across all subcommittees for FY24 and there is no guarantee that all requested projects will be funded. The FY24 CPF process has a limited scope with eligible accounts restricted to those listed below. The Committee will limit Community Project Funding to no more than 1 percent of discretionary spending.

Please note:
- All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which they are submitted.
- A request submitted to Congressman Auchincloss does NOT guarantee the project will be selected.
- The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.
- The deadline for submitting project requests to Congressman Auchincloss for the Fiscal Year 2022 process is March 8, 2023 at 11:59pm ET.

Eligible Entities & Projects
The Committee is imposing a ban on directing Community Project Funding to for-profit entities. Several Federal programs eligible for Community Project Funding requests require a State or local match for projects either by statute or according to longstanding policy. The Committee will not waive these matching requirements for Community Project Funding requests. Note: This does not mean that matching funds must be in-hand prior to requesting a project, but that local officials must have a plan to meet such requirements in order for such a project to be viable.
Each project request must be for fiscal year 2024 funds only and cannot include a request for multiyear funding. However, the performance period for a project funded with amounts provided in fiscal year 2024 will depend on the appropriations account from which it is funded, and may be longer than one year.
