On December 23, 2022, the House and Senate passed the annual appropriations package in an “omnibus” that included substantial funding for Rep. Auchincloss’ Community Project Funding requests for fiscal year 2023 (FY23).

Project: Beacon Street Historic Bridle Path Restoration Project
Amount of Request: $2,000,000

Project Description: The funding would be used for the reopening and restoration of Fredrick Law & John Charles Olmsted’s original design of Beacon Street’s Bridle Path as a two-way multi-use path improving safety and access for pedestrians, wheelchairs, cyclists, and micro-mobility users along the entire 2.3-mile length of Beacon Street within the Town.

Project: Replacement of the Pleasant Street Bridge over Muddy Cove Inlet
Amount of Request: $2,750,000

Project Description: The funding would be used for the complete replacement of the Pleasant Street Bridge in approximately the same location as the existing bridge including reconstruction of the Pleasant Street and Muddy Cove Lane approach roadways. Also included is the installation of appropriate traffic safety features and local drainage system improvements. The project will also review opportunities to realign the Pleasant Street / Muddy Cove Lane intersection. The project is currently authorized to the 25% design stage including environmental permitting, hydraulic analysis and report, subsurface exploration and geotechnical report, and submission to MassDOT for their initial review.

Project: Centre Street / Central Avenue Bridge
Amount of Request: $2,000,000

Project Description: The funding would be used to replace the Central Avenue/Centre Street Bridge in approximately the same location while widening it to accommodate bicycle lanes and sidewalks. Funding sought is for design and permitting.

Project: Fall River Waterfront Stormwater Corridor
Amount of Request: $5,327,609

Project Description: The funding would be used to update a Stormwater Conveyance System. This system includes large box culverts and specially designed and configured Manholes that will allow a large amount of stormwater to pass through this newly constructed transportation corridor. The City’s wastewater collection and treatment system is primarily a combined system with more than 200 miles of sewers that transport both sanitary and stormwater flows to the Fall River wastewater treatment facility (WWTF) or one of the 17 CSO’s that discharges to the Taunton River or Mount Hope Bay. Sewer age and development over time have resulted in capacity and condition issues that must be addressed as part of infrastructure renewal projects.

Project: Foxborough Sewer Design Route 1

Project Description: The funding would be used to finalize the most viable option for connecting the existing properties along Route 1 in Foxborough to sewer. The two primary options that exist include either utilizing the Kraft Group private wastewater treatment plant or connecting to the Municipal sewer system two miles away with currently undetermined upgrades required along the route to the MFN Treatment Plant in Norton. With this funding, a decision can be made for the most economical connection and move to design process that would include permitting through Mass DOT.

Project: Feasibility Study to Dredge Hopedale Pond and Daylight the Mill River for Community Resilience and Water Quality Improvements
Amount of Request: $750,000

Project Description: The funding would be used to perform a feasibility study to determine how dredging the Hopedale Pond may improve local community capacity for recreational activities as well as remove imported sediments to improve natural habitat and water quality. It also will include a comprehensive review of the potential to remove the significant-hazard dam and daylight the Mill River to potentially improve floodplain capacity, provide improved aquatic and terrestrial passage in the river, improve water quality through restoration of natural channels and banks, and provide recreational opportunities for the community of Hopedale.

Project: PFAS Treatment for Dustin/Prescott Wells
Amount of Request: $2,000,000

Project Description: The funding would be used to allow for the construction of a cross-country water main that would allow two nearby drinking water wells (Dustin/Prescott Wells) to be tied into the Cate Springs treatment process to remove the PFAS compounds. The Dustin/Prescott Wells provide an important drinking water resource for the Town of Mansfield and this project would allow for the safe and adequate drinking water capacity especially during high demand periods.

Project: Reconstruction of the West Street / Route 27 Intersection
Amount of Request: $1,300,000

Project Description: The funding would be used for the reconstruction of the intersection at West Street and Route 27 (North Meadows Road) in Medfield. The intersection is identified as a high crash location by the Metropolitan Area Planning Council (MAPC) (top 5%) for 2014-2016 and 2013-2015. It is also a MassDOT Top 200 Intersection Crash Cluster Location.

Project: Expanding Access to Care for marginalized populations and people of color in Milford, MA
Amount of Request: $1,000,000
Project Sponsor: Edward M. Kennedy Community Health Center, Inc.,

Project Description: The funding would be used for the Edward M. Kennedy Community Health Center’s expansion in the greater Milford region with a move to a new, larger health care facility. Community Project Funds will be used to cover capital costs related to build-out of the new space. When completed, the number of medical exam rooms will increase from 9 to 14, there will be added space to increase behavioral health, social and other support services, and the Center will be able to launch dental, optometry and 340b pharmacy services in the community. The new, larger facility will serve an estimated 5,000 new patients, providing capacity to meet the demand for services beyond medical care, grow behavioral health, and more fully accommodate the health care needs of this growing community.

Project: Millis Water Supply PFAS treatment planning, design, construction

Project Description: The funding would be used to design/construct treatment upgrades for the D’Angelis Water Treatment Plant. The Town of Millis community water system consists of 6 groundwater wells serving over 9,000 residential service connections. Population served includes a significant number of vulnerable customers, including five daycares, four schools, and senior housing. The D’Angelis Water Treatment Plant, which treats Well 1 and Well 2 and supplies almost 50% of the Town’s typical pumping demand, has been offline since September 2020 when it was found in violation of new State drinking water regulations.

Project: Newton Commuter Rail Stations Accessibility Improvements
Amount of Request: $7,000,000

Project Description: The funding would be used to: address MBTA accessibility, reliability, and modernization needs at Auburndale, West Newton, and Newtonville. The improvements will immediately increase operational resiliency by allowing service to both tracks. Planned improvements will include providing ADA accessibility through a combination of ramps, stairs, and elevators, providing equitable paths of travel for all; improving current operations by providing full-length, two sided high-level platforms for level boarding; improving station amenities including new benches, canopies, bike storage, etc.; and improving connections to local roads and existing parking areas. The improvements also support the MBTA’s long term goals as envisioned in the MBTA’s Rail Transformation plan.

Project: Ten-Mile River Dredging
Amount of Request: $1,500,000

Project Description: The funding would be used for flood mitigation on the Ten-Mile River, which frequently overtops its banks after years of sediment accumulation, threatening and causing damage to private and public property. Specifically, funds would be used for construction of culverts and drainage ponds designed to reduce flooding, protecting the lives and property of the residents and businesses in Plainville, MA, North Attleborough, MA, and Attleboro, MA.

Project: Town of Sharon’s PFAS Water Treatment Plant
Amount of Request: $9,500,000

Project Description: The funding would be used to construct a permanent treatment plant for the removal of Per- and Polyfluoroalkyl Substances (PFAS) from the finished water at Sharon’s two largest drinking water supply wells in their water system, Well 4 and Well 2. MassDEP drinking water quarterly mandates a Maximum Contaminant Level of no more than 20 parts per trillion (ppt) to keep PFAS levels safe for human consumption. Well 4 had a reading of 88.8 ppt, and Well 2 had a reading of 36.6 ppt, rendering this a public health emergency for Sharon’s 18,000 residents.

Project: Hot & Cold Lane Tank THM Removal System
Amount of Request: $4,000,000

Project Description: The funding would be used to install an active mixing and aeration system in Somerset’s 3 million gallon Hot & Cold Lane water storage tank to remove disinfection byproducts (DBPs) from the drinking water. Mixing and aeration systems are a proven technology to volatize and remove trihalomethanes, the most common disinfection byproducts. The project also includes cleaning and lining 4.5 miles of 12” cast iron water main which serves a portion of the Town of Dighton to the north. Once the cleaning and lining is complete multiple automatic flushing hydrant will be installed to mitigate the formation of TTHMs.

Project: East Bridge Replacement Project, Town of Raynham / City of Taunton, MA
Amount of Request: $6,000,000
Project Sponsor: City of Taunton

Project Description: The funding would be used for a bridge replacement for the Old Colony Avenue (City of Taunton)/ South Street East (Town of Raynham) Bridge over the Taunton River. The bridge is jointly owned by the City of Taunton and the Town of Raynham. South Street East is a north-south route through the Town of Raynham that serves as a primary roadway for local traffic that does not need to utilize Route 24. Approximately 20,000 vehicles use the bridge daily. The bridge needs replacement to prevent the stoppage of the Town’s wastewater flow to a wastewater treatment plant in Taunton. The proposed scope of work is a bridge replacement project that consists of new beams, abutments, piers, and a new bridge deck. The project will also install appropriate traffic safety features, local drainage system improvements, and a sidewalk on the bridge.
