NIH's cuts to research infrastructure are illegal

Republicans in Congress certainly do not care that the NIH's cuts to research infrastructure are illegal. And they may not care that the policy is a $2 billion tax on Massachusetts' Eds & Meds enterprise. But they will care when they hear from their own universities & hospitals.
